Waiting Source

waiting on a source — the programme declares a source it reads from (policy `requires`) and that source is not present-and-frozen yet, so the airing is held. A DECLARED wait, not a stall: it clears by itself when the source freezes, and it is named here so the wait is visible rather than looking like silence.
